relative paths

To get the relative path of a css file inside the styles folder if the Page is inside Layouts folder

"~/_layouts/1033/STYLES/mystyle.css"

if the Page is published in sharePoint and the css file is uploaded into the style library then

"~/Style%20Library/mystyle.css"
